Bellevue Officers, Man Shot in Friday's Fatal Shooting Identified

The names of the man who was shot and the three Bellevue police officers involved in a fatal shooting in South Seattle last week were identified by authorities on Monday. One of the officers was involved in a 2009 shooting that was ruled justified.

The man fatally shot and the three Bellevue police officers involved in a fatal shooting last week while Bellevue Police were serving warrants in Seattle were identified by authorities on Monday.

Update: 4:10 p.m. Monday March 25.

Russell Smith, 51, died of multiple gunshot wounds in Seattle on Friday, according to the King County Medical Examiner's Office. According to Bellevue Police, Smith was one of the suspects in a series of robberies in Bellevue and Bellevue SWAT officers were in Seattle Friday to serve a warrant.

The officers involved are Casey Hiam, Jacob Bement and Jacob Childers, who are Bellevue Police SWAT officers, according to the Bellevue Police Department.

One of the officers, Hiam, was involved in a fatal shooting in 2009 after a suspect charged him with a knife in the 12200 block of Northeast Eighth Street (details below), the Bellevue Police Department reported. The shooting was determined to be justified, according to the Bellevue Police Department.

The Bellevue Police Department reported that officers were serving a warrant at a Seattle home early Friday on suspects in a series of robberies in Bellevue.

According to the Seattle Police, which is investigating Friday's shooting, one of the suspects was in a car outside the home and tried to run down Bellevue Police SWAT officers. The SWAT officers shot him, Seattle Police reported. No officers were injured in the incident, according to Seattle Police. 

The name of the man who died has not been released by the King County Medical Examiner's Office.

The Bellevue Police Department offered the following information on the officers involved:

Officer Hiam has been with the Bellevue Police Department for eight years and is currently assigned to Patrol. He is a Field Training Officer and has been a SWAT team member since November 2007. Officer Hiam was involved in a shooting in 2009. The subject charged him with a knife and witnesses corroborated the officer's statement. The inquest ruled the use of force was justified and there was no civil liability associated with the incident. 

Officer Childers has been with the Department for eight years and is assigned to Patrol. He works as a Field Training Officer and has been a SWAT member since November 2007. 

Officer Bement has been with the Department for four years and is currently assigned to Patrol and has been a SWAT member since April 2011. 

Currently all three officers are on paid administrative leave, which is mandatory after an incident of this nature, according to the Bellevue Police Department.

Previous Bellevue Police Department officer-involved shootings:

  • A shooting July 7, 2009 near Lucky Market, which was in the 12200 block of Northeast 8th Street. The Seattle Times reported at the time that a man identified as John Pebles was killed outside a Bellevue strip mall after reportedly charging an officer with a knife. Officer Casey Hiam, who was involved in the March 22, 2013, shooting incident, was also involved in this incident, which was ruled justified.
  • Andrew M. Fox of Bellevue was shot Jan. 6, 2011 in a confrontation with police at the Chevron station at 1649 Bellevue Way SE. Police said at the time that Fox threatened to hold people inside the gas station hostage and then held the knife in a threatening manner towards the responding officers.
